It depends on what you're using to add the mods...at least for me it does. If you use SAMI *San Andreas Mod Installer* then sometimes you need to go in and manually configure the Handling.cfg, Vehicles.ide, Carcols.dat and Carmods.dat yourself. Even though SAMI installs the lines in the proper places, sometimes it does them out of order where the numbers are jumbled together. I always go back over my mods and actually copy and paste the information back into their respective files and make sure that everything matches up the way that it should. With IMG Tool you have to add the lines into the files on your own, which for me is the way that I like to go.
Something as simple as an extra line in the Carmods.dat file can cause your game to not load or make the game crash when a car is spawned and entered. My advice would be to keep a list of the mods that you have installed. Then look them up within the respective files and make sure everything is correct and matches the readme that came with the mods perfectly. The two biggest files that when modding that will make your game crash or not load at all are the Carmods.dat and Handling.cfg files.

But the main reason is that he has version 2, and needs to get the downgrade patch.
Without this patch mods will not work. Period!
